REMINDERS
09-10 NFHS Rules Books Order Form - Don't forget to get your 2009-10 rules books orders in to the OSAA. Fall Sports Orders will be shipped the week of August 4. Each school will receive one rule book for each OSAA-sanctioned activity they are registered in that has a rule book. This free rule book will be sent prior to the first practice date of each season. These complimentary rule books should not be included in any other rule book orders placed for the 2009-10 school year. Contact Amerilyn Rivett with questions.

Spring Reimbursement Checks - These were mailed to member schools last week. Checks are being held at the OSAA for schools that haven't completed the NFHS Spring Participation Survey or have not sent in gate receipts from Spring State Championship events. Contact Marla Starkman if you have not received your reimbursement yet.

Classification and Districting Committee June 8 Meeting Update - The update from the June 8 work session is now available. The Committee made no changes to Proposal #8 but did schedule their fall meeting for September 28, 2009. Contact Peter Weber with correspondence and questions.

Oregonian Cup Final Standings - Final Standings for the 2008-09 Oregonian Cup are now posted. Complete standings for each classification can be seen on the OSAA website. Contact Kyle Stanfield with questions.

Fall OSAA Administrator Workshops/Cheer Safety Clinics - The OSAA will be presenting 11 workshops to familiarize representatives from member schools with the services, policies, procedures, rules and interpretations of the Association in August and September of 2009. These workshops are particularly helpful for athletic directors to review new rules, policies and interpretations of the OSAA, and to have questions or concerns clarified by the OSAA staff. Each member school shall ensure that at least one representative participate in one of the annual Administrator Workshops presented by OSAA staff. Contact Kyle Stanfield with questions.

REFERENCE
Teacher's Guide to Marketing School Sports - Sports Career Consulting has made this book about promoting high school sports available as a free download for OSAA member schools. In addition, Sports Career Consulting is hosting a Summer Conference in Las Vegas, July 12-14. The goal of the event is to encourage schools to be more proactive in the way they market and promote high school sports as a means not only for generating much needed revenue for their programs but also to create an outlet for hands-on business education. The OSAA Executive Board met via conference call on Wednesday, May 27, and took the following actions:

-Received an update from Association attorneys regarding legal issues facing the Association.

-Accepted a letter of resignation from Rick Pass, Superintendent, Knappa School District, who was recently elected to the position of 2A Representative on the OSAA Executive Board, and appointed Brad Yates, Superintendent, Santiam Canyon School District, to temporarily fill the position until an election can be held to fill the position at the October Delegate Assembly Meeting.

-Requested that the Classification and Districting Committee meet for a closed work session with Executive Board representatives on June 8 to review concerns from the Board regarding:

  • The potential recommendation of the Committee that “hybrid leagues” not motivated by travel considerations be established.
  • The potential recommendation of the Committee that a “hybrid league” including schools from more than two classifications be established.

REMINDERS
A reminder that the Association year always ends on May 26 (a Tuesday this year) which means the Summer Activities (Non-OSAA) begin on Wednesday, May 27. Please make sure that your coaches are aware of these dates. Remember that the "Rule of Two" is still in effect prior to May 27 for all OSAA coaches including baseball and softball coaches whose high school season has ended. Contact any Executive Staff member with questions.

A clarification on questions that have been received about financing options for school activities. Schools are reminded that regardless of where the funding comes from (district budget, fundraised, donation, benefactor, etc.) the school must maintain control of the program. Please reference Board Policy #38.

The OSAA is continuing to list all teams with a 3.00 or higher GPA as well. Lapel pins have been sent to all schools that placed in the Top 10 in their classification. Farmers Insurance Scholar Program - Graduating seniors who have achieved a 3.50 or higher cumulative GPA and earned a varsity letter in an OSAA-sanctioned sport (Scholar Athletes) or competed in an OSAA-sanctioned activity (Activity Scholars) are eligible. Each senior receives a certificate of achievement from the OSAA and Farmers Insurance Group. Schools may be contacted by Farmers Insurance agents to assist in the presentation of the certificates. To order certificates, log on to the OSAA website, Awards and the Farmers Scholar Program link. You can fill out the web-based form on that page to let us know how many of each type of certificate you need, as well as the date, time, site and type of presentation ceremony. Proposed Amendment - Contest Limitation

The OSAA Executive Board met during the 6A-5A Boys Basketball tournament last week in Eugene. Among a variety of topics discussed, the Board reviewed the upcoming Delegate Assembly agenda items scheduled to be voted on at the April 6th Delegate Assembly meeting in Portland.

Given the unprecedented tough economic times that all member schools are currently facing, the Board voted unanimously to propose to the Delegate Assembly that contest limitations be reduced at all classification levels effective next year (2009-2010). The Board's primary concern is to assist member schools to maintain all current programs. The goal of these proposed reductions is to reduce costs to member schools in terms of travel, officials fees, and home game management expenses. This across the board reduction will help to maintain a level playing field and competitive balance for all member schools.

Please review the attached proposal, discuss it with your staff and other league members and let your Delegate Assembly representative know your thoughts prior to the April 6th meeting.

PROPOSED Winter 2010 Special Athletic Districts - Using the information provided to us by schools about sports in which they will be participating next Winter, we have created the PROPOSED Winter 2010 Special Athletic Districts. We are requesting that each school carefully study their placements and notify us in writing by January 30 of any errors, omissions, proposed alternative placements or co-op designations. The Executive Board will adopt the Special Athletic District Placements for Winter 2010 at its February 2, 2009 meeting. Please note that until these placements have been reviewed and the Board has made the final adoption, they should be considered tentative. Contact Kyle Stanfield with questions.

Qwest Scholarship Program - Wyatt Briggs of Scio High School and Robyn Neimann of Mountain View High School were the inaugural recipients of the Qwest Scholarship Program. These two student-athletes will receive a $1,000 scholarship from Qwest and the OSAA for showing their commitment to leadership and community service. Congratulations from Qwest and the OSAA!

REMINDERS

Fall travel reimbursement checks will be sent to member schools January 5,2009 to avoid confusion over the holiday break. Per Executive Board policy, travel reimbursement checks will only be sent to those schools that have completed the NFHS Fall Participation Survey and have turned in gate receipts from Fall State Championship events. Please check SchoolNet to see if you have submitted the NFHS Fall Participation Survey.

The OSAA Office will be closed beginning December 25 and will re-open January 5, 2009. Best wishes to everyone for a happy and healthy holiday season.

OSAA Board Policy #9 "Cheer Safety Clinics" requires that any cheerleading coach who is solely responsible for coaching a team at any time attend a yearly OSAA Cheerleading Safety Clinic by November 1. If the cheer coach/advisor accompanying your cheerleaders has not attended a clinic this year, the squad may not perform partner stunts or tumbling. Contact Mike Wallmark with questions.

2009 Fall Pre-Selection Survey (Deadline - December 12) - The Winter Preselection Survey is available in the SchoolNet section of the OSAA website. The survey allows you to declare which sports your school will offer during the 2009 Winter season next school year. Survey responses will be used to create districts for the 2009 Winter season. 2009 NFHS Participation Survey (Deadline - December 12) - All schools are required to complete the NFHS Participation survey regarding student participation in Winter activities. Dance & Drill State Championship Registration (Deadline - January 8) - Registration information for the 2009 Dance & Drill State Championships is available online and the deadline for registering is Thursday, January 8. Classification and Districting Committee, November 17, Update - DRAFT Proposal and Classification List – The Committee is requesting feedback from interested parties regarding the DRAFT proposal of a possible 6-classification league alignment intended to increase league sizes while using the current classification cut-off points.  The Committee is also requesting suggestions regarding possible cut-off point revisions, and is requesting suggestions of ways to address the issues of “Improving public/private competitiveness,” and “Adjusting ADM based upon socio-economic status.”  The Committee’s next meeting will be Monday, January 12, 2009, at the OSAA office in Wilsonville at 9 a.m.  Contact Mike Wallmark or Peter Weber with questions.

PROPOSED Fall 2009 Special Athletic Districts - Using the information provided to us by schools about sports in which they will be participating next Fall, we have created the PROPOSED Fall 2009 Special Athletic Districts. We are requesting that each school carefully study their placements and notify us in writing by December 1 of any errors, omissions, proposed alternative placements or co-op designations. The Executive Board will adopt the Special Athletic District Placements for Fall 2009 at its December 8, 2008 meeting. Oregon Wrestling Weight Monitoring Program Information – Several memos have been posted to the OWWMP webpage. Winter Financial Assistance Application - Oregon Sports Authority has partnered with the OSAA to provide financial assistance dollars again this season. Athletic Directors of schools with teams in the playoffs are reminded to please contact the OSAA with your game times as soon as possible so we can update the brackets and assign officials.

Playoff Field Rental Requests - The OSAA Executive Board has determined that the expense for playoff contest field rental shall be incurred by the host school unless the host school field is deemed unplayable after consultation with the OSAA office. Consequently, all schools that host OSAA playoff events are expected to host those events at their regular season site or pay any facility rental costs if they wish to move the contest. Cooperative Sponsorships - If you are planning on co-oping in a winter activity, please check the districts to make sure your co-op is listed. If your co-op is not listed please contact Marla Starkman to check the status.

OSAA staff members have received inquires regarding the eligibility status of students who are enrolled in Oregon Connections Academy (ORCA). ORCA is a non-member charter school, therefore a student may represent his/her resident public school as specified by Rule 8.5.1 (b) in the OSAA Handbook. REMINDERS

As of today (October 1), member schools are no longer required to track heat and humidity for the purposes of the Fall Sports Practice Model for this school year. Schools must still limit practice to a maximum of five hours per day and are encouraged to allow for water breaks and general acclimatization to hot and / or humid weather.

The OSAA is pleased to announce that a new national magazine published by the National Federation of State High School Associations (NFHS). Beginning with the September, 2008 issue, High School Today will be mailed to the principal, and athletic director at every high school in the country, and to the superintendent and school board chair of every school district at no cost. This new publication will feature key messages and information on important topics related to high school sports and activities. It will also promote the mission and core values of education-based athletics and activity programs in our schools. Please take the time to read this new publication and share it with the appropriate people on your staff.

OSAA Rule Change Regarding Music - Please remind music (band, orchestra, choir) teachers who take their groups to competitions that the OSAA Delegate Assembly voted to amend the OSAA Constitution to place participants in Music under the same Individual Eligibility Rules as those that have previously applied in athletics beginning in the Fall of 2008. The 2008-09 OSAA Handbook and Forms have been updated and posted to the website. Once again, the OSAA will not be sending printed copies or CDs to schools. The Handbook is searchable on the website and can also be downloaded as a PDF file to your computer. Schools can print their own copies of the Handbook using the PDF version (124 pages). 08-09 NFHS Rules Books Order Form - If you have not ordered your 08-09 NFHS Rule Books for the upcoming year please do so as soon as possible. Each school will receive one rule book for each OSAA-sanctioned activity they are registered in that has a rule book. NFHS Soccer Shin Guard Safety Standards - In 2006, the NFHS soccer rules committee adopted a requirement that will go into effect this school year that shin guards meet certain safety standards. Oregon Wrestling Weight Monitoring Program - Initial Certification Workshop will be held on October 18, 2008 from 1-5 pm at the OSAA Office in Wilsonville.  Assessor candidates must complete the initial certification workshop if they plan to perform assessments during the 2008-09 school year.  Application and Instructions are posted to the OSAA website. Endowment Games Approved List - This list of approved Endowment Games for 2008-09 was updated earlier this week. Please note that Endowment Games are separate from Early Games. Contact Peter Weber with question about Endowment Games and Brad Garrett with questions about Early Games.

Wall Calendars - 2008-09 OSAA Wall Calendars were mailed late last week to all member school athletic directors. Each 6A, 5A, 4A school received six calendars and 3A, 2A, 1A schools each received three. Special thanks to Reser's Fine Foods for sponsoring this year's calendar.
